The role of the Civil Security Section is to increase awareness of the importance of emergency preparedness in the communities and support related activities. In particular, the Section works closely with the 14 northern villages to strengthen planning, human and physical resources for fire safety and search and rescue operations.Funding for the Section is drawn from the Agreement concerning Block Funding for the Kativik Regional Government (Sivunirmut Agreement) and agreements signed in 2010 and 2011 regarding the Nunavik Fire Safety Cover Plan. Additional funding for a few projects may also be drawn every year from the Partnership Agreement on Economic and Community Development in Nunavik (Sanarrutik Agreement).
The Section regularly delivers technical assistance to northern village staff on civil security and fire prevention in their communities. As well, the annual fire chiefs’ meeting is organized in October. During Fire Prevention Week also in October, the Section supports local fire departments to implement the planned fire safety awareness campaign. Among the activities organized are annual fire safety inspections for residences, fire prevention tips broadcast on local FM radio airwaves, and visits to schools, childcare centres and youth centres to promote fire safety issues.
Pursuant to the Fire Safety Act, each regional county municipality including the KRG must implement a fire safety planning process to increase awareness of fire risks and encourage resource planning. The Nunavik Fire Safety Cover Plan has been in effect since 2011.

Marine search and rescue situations in Nunavik are extremely challenging: the region is remote, consisting of 2 500 kilometres of coastline and many uncharted waters. The Section therefore works with each community to ensure effective, well-trained local search and rescue resources to operate the fast rescue craft jointly purchased by the KRG and the Makivik Corporation in 2004. Since 2011, marine SAR training that meets Transport Canada safety standards has been coordinated for more than 50 local captains and crew. Due to the financial constraints faced by the northern villages, the KRG assumes responsibility for the costs of annual insurance for fast rescue craft, annual outboard motor maintenance and a regular outboard motor replacement program. As well, the Section continues to promote safe boating awareness among the region’s residents, by distributing information posters and stickers in the communities as well as encouraging local hunter support programs to make available appropriate marine safety equipment.
